Jeff Nickl of Chevron Phillips presented the annual report on PCAC plant emissions.  (PCAC plants rotate serving as the presenter.) The annual report derives its data from two annual inventories:  the Air Emissions Inventory (EI), which plants submit to the TCEQ, and the Toxics Release Inventory (TRI), which plants submit to the EPA.  Highlights of the 2017 data on emissions are posted on the Topics and Meetings page in a summary of the report. 

The report compared nitrogen oxides (NOx) and volatile organic compounds (VOC) emissions at PCAC plants to those reported in the Air Emissions Inventory in Harris County and in Texas overall. For this comparison, data from 2016 are the most current.  In 2016, 0.6% of the state’s NOx emissions came from PCAC plants; and 10% of the county’s NOx emissions did so.  In 2016, 3% of the state’s VOC emissions came from PCAC plants, and 20% of the county’s VOC emissions inventory did so. 


Brad Flowers of Houston Regional Monitoring (HRM) summarized recent air quality trends, covering ozone, particulate matter, and air toxics.  HRM is a voluntary industry-funded technical resource dedicated to performing ambient air monitoring and related special studies to better understand air quality in the Houston area.  Houston has the most extensive air monitoring network in the country and the air monitoring data demonstrate that air quality has improved greatly and continues to improve.  The HRM 2017 Air Quality Trends report may be found at hrm.aecom.com/
